Cut & Paste Up-down scrolling marquee (Requires IE 4.x)

Description: This script uses the default scrolling capabilities of IE 4+ to create a stable up-down marquee. Accompanying it is a stop/start button that allows the user to determine exactly when the marquee should and should not scroll. Cool!
